S. G. Hilborn was born in Winot, Maine in 1834. He and his brother were orphaned at a young age and left to run the family's farm. Shortly thereafter E.P. Hilborn emigrated to California where he established himself as a grain merchant, using the skills he'd acquired back home. S. G. remained in Maine, tending to the farm and pursuing higher education. He was admitted to the bar in 1861, and immediately moved West to California by way of Panama. He joined his brother in Suisun City, a town of only a few hundred residents at the time. Here he practiced at the firm Whitman & Wells for just a few months before settling in Vallejo and establishing his own practice. He was regarded as a "man of mark in [Solano] County, known to be worthy of the highest esteem and respect." Alongside being a trusted lawyer, he held various positions in the city and county's public and private sectors including, but not limited to, Vallejo City Attorney and President of the Vallejo Land Improvement Company.
